No experience with CIKM. But most conferences (except SIGMOD, VLDB) do not hav
e a rigid requirement on the formatting of the submission. 


In LaTeX, you simply use the default article class with appropriate font size 
and spacing.(I use geometry package for A4 paper size) That shall be ok.


Another method is to find the templates for their camera-ready papers. Use tha
t template for the submission.
