建議性的對網絡協議改動的禁止
(PROPOSED MORATORIUM ON CHANGES TO NETWORK PROTOCOL)
Bill Crowther的RFC67提出了一個比印記問題更基礎的問題.任何對現有協議的改動都會影響到軟硬件發展中已經獲得的成果--其中有些已經持續了六個月了.在Multics的情況下不管是已經完成的還是在后期的調試階段的程序都會受到他的影響.這一點在其他地方也無疑是個事實.
現在談論這個問題并不是說現有的協議是完美的,而是說人們已經承認他是可用的而且開始落實他了.因此我們建議，在接著的六個月中,禁止大部分的對這個協議的改動,或不管多久,我們就讓他運行下去,去了解他更多的特性.
這特別的指,如果某些改動只是為了影響實施的效率和方便性,則不予實施.如果設計上的主要錯誤被發現,應該提出并加以考慮,以進行對現存系統象征性的擴展.不過,
不能對現有系統的細節進行改動.

第一點,可能也是最重要的一點是:要盡快讓系統工作起來.主要的好處將在使用他的地方發揮出來,而網絡只有在使用中才有發展.我們感覺到,盡管在今后一些時間里重新編寫部分NCP的工作將無可質疑的巨大,但是比起走另一條路時對網絡使用和高層網絡發展的作用力來說,這將是微不足道的.
另一個馬上出現的問題是:那么哪些問題才能構成正式的改動?目前協議發展的歷史表明:每當一個建議被提出,都會被修改多次,最后才能得到公認.因此每一個有關改動的建議都有可能妨礙計劃的發展好幾個月.
最后的一個因素是:一些想法有可能在最后的實施中才被發現是不可行的.已經商定了目前意見的人們將重新開始討論,全面的檢測也將展開.
