<P> “九五”末，紅河州北部個舊等８縣市已經完成了“兩基”任務，但屏邊、元陽、紅河、金平、綠春５個南部邊疆縣尚未實現“兩基”。“當時突出的困難和問題集中反映在投入不足、校舍不足、學生貧困面大、控輟保學工作難度大等方面，而教師不足也是其中關鍵的因素之一”，該負責人介紹。
<P> 為了解決教師數量不足的問題，紅河州決定由州級承擔工資，面向全國為南部５縣公開招考教師。從２００１年起，先后４次為南部地區招考補充中小學教師１１６０名，今年他們將為紅河縣再招考１５０名初中教師。“這些中小學教師的工資都由州財政承擔，每年需要經費１７４０萬元，解決了教師的后顧之憂，從而吸引了一大批優秀人才愿意投身農村基層教學”。據介紹，目前，紅河州南部５縣初中教師嚴重不足的矛盾已得到緩解，初中教師由１９９９年的１６７５人增加到２９６３人，增長７６．８％，學歷合格率也由同期的８０％提高到９５．５８％。
