<P> 新農村建設，離不開農村勞動力素質的提高。在采訪中，記者發現無論是代表還是委員都對農村義務教育問題非常關注。正如政協委員鄧偉志所說：“如果中國的廣大農村到處都聽得見朗朗讀書聲，那就是見到建設新農村的曙光了。”
<P> <STRONG>堅持農村教育為“三農”服務的方向 </STRONG>
<P> “三農”問題的核<!--ADV_CONTENT-->心是農民增收，增收的核心是農民素質的提高。提高農民素質的關鍵要發展農村教育，實施農民教育工程，開發農村人力資源，變農民“包袱”為人力資本。
<P> 重慶市第一中學校長魯善坤代表說，應堅持農村教育為“三農”服務的方向，大力發展農村職教、成教，推進“農科教結合”。實施“農村勞動力轉移培訓計劃”，有針對性地不定期舉辦夜校和各種技能短訓班，對進城務工農民進行職業教育和培訓；實施農民“綠色證書”、“農業技師”培訓計劃，為農村培養專業骨干人才。還可以對農村中小學實行一校掛兩牌，日校辦夜校，成為鄉村的文化和科教基地。
<P> 針對高中入學高峰期的來臨和高校的連續擴招，普職高發展失衡的問題越來越突出，重慶市石柱土家族自治縣教育委員會原主任、縣第一職業中學原校長劉中惠代表建議：要有效整合教育資源，發揮農村學校的綜合功能。大力發展農村職業技術教育，辦好職業高中、中專、縣職教中心、技工校，普通中學內開設職教課程，培養農村適用的中級技術人才。
