<P> 全國政協常委、南京大學教授曲欽岳曾做過農村義務教育調查，他說，農村師資隊伍令人擔憂。部分貧困地區中小學的骨干教師都到城鎮里教書去了，流失很嚴重。由于農村教師的待遇低，年輕人都不愿意從事這項工作，導致講課的一般都是年齡偏大的老教師。這些老師知識結構老化，學科結構嚴重失衡，普遍缺乏外語、計算機和藝術類的知識。曲欽岳委員希望國家重視農村老師的培訓，促進他們的知識更新與提升。國家也應盡快出臺優惠政策，讓貧困地區的優秀教師真正“留得住，用得上”。
<P> <STRONG>“留守孩子”教育和管理要有機構和經費保障 </STRONG>
<P> 資料顯示，全國現有留守兒童達到2200多萬。由爺爺奶奶、外公外婆和其他監護人監管的留守兒童占80%以上，監護人僅識字和沒有文化的占70%以上。農村“留守孩子”的教育、成長問題已經成為當前中國農村社會轉型期一個獨特的社會問題，需要全社會關注、參與。
<P> 全國人大代表、民盟重慶市委副主任、重慶市發展和改革委員會副主任吳剛認為：各級政府、教育、財政、民政部門要為農村“留守孩子”的教育、管理提供一定的經費保障，將“留守孩子”中的貧困生納入重點資助對象。鼓勵社會力量創辦“留守孩子”托管中心，為“留守孩子”提供看護、興趣學習等服務，引導這些孩子參加有益身心健康的活動，杜絕“留守孩子”進入網吧及參與賭博、迷信等有害活動。
<P> 重慶市音協副主席、市歌劇院副院長張禮惠代表，建議中央和省級財政進一步加大政策扶持力度，同時按照以中央為主、地方為輔的方式盡快解決寄宿制學校的初始投入問題，切實改善和提高留守兒童受教育的環境和質量。同時要充分利用教育資源優勢，讓學校更多地承擔起對留守兒童的教育和監護責任；要積極引導和幫助農民工正確處理好外出打工掙錢和照顧孩子兩者之間的關系。
<P> 義務教育補貼要錢隨人走教育是公共資源，義務教育是政府提供給每個適齡兒童的一種福利。但是，隨著越來越多的農民工子女隨父母流入城區，他們的就學問題日顯突出。
<P> 重慶市第一中學校長魯善坤代表認為，應把進城務工農民子女義務教育，納入城市社會事業發展計劃。同時，加大財政資金的轉移支付力度，對接收進城務工農民子女入學較多的地方和學校給予補助。還可以制定優惠政策，吸引民間資金，創辦“民工子女學校”。加大扶持力度，通過設立助學金、減免費用、免費提供教科書等方式，幫助家庭經濟困難的進城務工農民子女就學。
<P> 全國政協委員賀大經在接受記者采訪時提出了一個建議，把農村義務教育經費落實到學生，像過去全國通用的“糧票”一樣，“補貼隨著學生走”。“現在全國有數百萬農民工子女在城市學校讀書，一些城市入學量超過了10萬人，農民工子女占在校學生的20%以上。”賀大經委員深有感觸地說：“國家對農村的義務教育補貼，應落實到人而不是地區，錢要隨人走，使每一個農村學生不論到哪里，都能享受到屬于自己的國家補貼。”
