<P><STRONG> 信產部應明令禁止運營商代收費</STRONG>
<P> 陸錫蕾委員表示，國家有關部門在解決電信亂收費問題中應該大力作為。
<P> 陸錫蕾建議，信產部應及時制定相關條款，規定電信運營商不得代扣基本電信服務費之外的費用，不得使用“基本電信費與信息服務費混合繳納”的繳費方式。
<P> 司法部門對于電信服務中的欺詐行為，應視欺詐范圍和欺詐金額，追究責任人的刑事責任。對已判定的欺詐亂收費行為，應判令電信運營商、信息服務商向用戶退返費用并予以賠償。
<P> 工商管理部門對于電信服務中的群發短信、群發語音信息等，應視作廣告發布。未經核定的，電信運營商應承擔責任。

<P><STRONG> 電話月租費該考慮取消</STRONG>
<P> 針對現在的手機、固定電話要收月租費的問題，全國政協委員茍建麗提出了“關于取消電話月租費，按實際使用量收費的提案”。
<P> 茍建麗委員在提案中表示，電話月租費是固定電話、移動電話收費清單中最常見的一個固定收費項目，這種收費標準和收費方法已經持續了數十年。“當年由于資源短缺，安裝使用電話的成本高，電信公司采取收取一定月租費的方法，來彌補電信資源的短缺和電信發展資金的不足，這是可以理解的，但時至今日，這個已經不合時宜。”因此，她建議，盡快取消電話月租費。 </P>
