Category Selector

The Category Selector is the second stage of entropy encoder.  It is a simple module with a single stage.  The architecture consists of combinational logic made of these two priority encoders and a mux which encode the incoming coefficient in a single clock cycle.   These two priority encoders work in an opposite manner to encode the +ve or -ve coefficients and  the correct output is selected according to the sign bit of the coeffcient.
