Protocol為進行網絡中的數據交換而建立的規則、標準或約定。用于不同系統中實體間的通信。兩個實體要想通信，必須有“同一種語言”，而且，對于通信內容，怎樣通信和何時通信，都必須遵守一定的規定，這些規定就是協議。亦可簡單地定義為：控制兩實體間數據交換的一套規則。在電子通訊連接中，各個不同的層次都有自己的協議。例如，在硬件設備層次和應用程序層次的數據交換都有自己的協議。在開放式系統互連（OSI）標準模式中，每個層都有一到兩種協議，發生通訊的兩個終端都必須能識別和遵守協議。協議通常以工業或國際標準的形式被描述。
