In a cellular communication system, a service area or a geographical
region is divided into a number of cells, and each cell is served by an
infrastructure element called the base station through a radio interface.
Management of radio interface related RESOURCEs is a critical design
component in cellular communications.
We are currently witnessing an increase in telecommunications norms and
standards given the recent advances in this domain. The increasing number of
normalized standards paves the way for an increase in the range of offers and
services available for each consumer. Moreover, the majority of available radio
frequencies have already been allocated.
Wireless communications and networking technology are advancing at a very rapid
pace. Newer technologies and standards are evolving to serve the ever-increasing num-
ber of users demanding different types of mobile applications and services. Research
and development activities on wireless technology constitute one of the most impor-
tant segments of research and development in the telecommunications area today.
It is more than a decade since GSM was first commercially available. After some unexpected delay, it
seems that finally UMTS is here to stay as a 3G system standardised by 3GPP, at least for another ten
years. UMTS will enable multi-service, multi-rate and flexible IP native-based mobile technologies to be
used in wide area scenarios and also pave the way for a smooth transition from circuit switched voice
networks to mobile packet services.
Mobile and wireless communication systems are a prominent communications

Radio frequency spectrum is a scarce and critical natural RESOURCE that is utilized for
many services including surveillance, navigation, communication, and broadcast-
ing. Recent years have seen tremendous growth in the use of spectrum especially by
commercial cellular operators. Ubiquitous use of smartphones and tablets is one
of the reasons behind an all-time high utilization of spectrum. As a result, cellular
operators are experiencing a shortage of radio spectrum to meet bandwidth
demands of users. On the other hand, spectrum measurements have shown that
much spectrum not held by cellular operators is underutilized even in dense urban
areas. This has motivated shared access to spectrum by secondary systems with no
or minimal impact on incumbent systems. Spectrum sharing is a promising
approach to solve the problem of spectrum congestion as it allows cellular operators
access to more spectrum in order to satisfy the ever-growing bandwidth demands of
commercial users.
