The Radio Interface Layer is the name for an interface that was developed especially for the Pocket PC Phone Edition. It is meant to abstract the interface with a phone/modem device. To achieve this it is closely modelled after the GSM AT command interface. Unfortunately the API was not published officially by Microsoft. Instead more high level API s were published that should be sufficient for developers. Again, unfortunately they are not sufficient. For example the API for receiving notification of incoming SMS messages is arranged for exclusively for one application per type of SMS. Apparently this will be IMproved upon in Pocket PC 2003. Another area is the availablity of a true AT command modem interface to interact with the GSM modem directly, which is also absent.
Recognizing its importance is only the fist step to advocate invetion or innovation, and some effective measures should be taken for it. For one thing, our authority should continue to enlarge the recruit of graduate. For another, the conditions of scientists and skilled workers should be further IMproved. Only in this way, can “the soul of our nation” be fully embodied and our nation have a brighter future.
Abstract-The effect of the companding process on QAM signals
has been under investigation for the past several years. The
compander, included in the PCM telephone network to improve
voice performance, has an unusual affect on digital QAM data
signals which are transmitted over the same channel. The quantization
noise, generated by the companding process which is multiplicative
(and asymmetric), degrades the detectability performance
of the outermost points of the QAM constellation more
than that of the inner points.
The combined effect of the companding noise and the inherent
white gaussian noise of the system, leads us to a re-examination of
signal constellation design.

number of candidates for signal constellations including, a typical
rectangular QAM constellation, the same constellation with the

Semantic analysis of multimedia content is an on going research
area that has gained a lot of attention over the last few years.
Additionally, machine learning techniques are widely used for multimedia
analysis with great success. This work presents a combined approach
to semantic adaptation of neural network classifiers in multimedia framework.
It is based on a fuzzy reasoning engine which is able to evaluate
the outputs and the confidence levels of the neural network classifier, using
a knowledge base. IMproved image segmentation results are obtained,
which are used for adaptation of the network classifier, further increasing
its ability to provide accurate classification of the specific content.
